Prop C Election
At its Dec. 18, 2026 meeting, the Lee’s Summit R-7 School District Board of Education voted 5–2 to place a question before voters asking them to consider a full waiver of the district’s Missouri Proposition C rollback on the April 7, 2026 ballot.

Proposition C is a 1-cent statewide sales tax approved by Missouri voters in 1982 to support public education. When the tax was established, school districts were required to use half of the revenue they receive to reduce, or “roll back,” their local operating property tax levy. State law allows communities to vote to waive this rollback, either partially or fully. Statewide, 471 of Missouri’s 518 school districts (91%) have approved a full waiver of the Proposition C rollback.
LSR7 currently operates under a partial waiver, preserving 20 cents of its levy from being rolled back. Voters approved this partial waiver in April 2008. Despite the partial waiver, required rollbacks over the past five years have resulted in annual revenue reductions ranging from approximately $3.2 million to $4.5 million.
District Impact
If approved by voters, a full waiver would allow the district to retain all Proposition C revenue rather than continuing to reduce its local levy. Based on recent rollback amounts, a full waiver would represent approximately $3 million to $5 million in annual revenue. District leaders have stated that this revenue would be used to support salaries and benefits for teachers and staff.
The district’s current base teacher salary ranks 13th out of 22 Kansas City–area school districts.
Taxpayer Impact
Using the district’s 2025 valuation and rollback, the estimated impact for a home valued at $100,000 this year would be about $23.90 per year.

Community Feedback
Community advisory groups have previously recommended bringing the issue to voters. In both 2022 and 2024, the Citizens Advisory Committee (CAC), as well as the Business Roundtable, Teacher Advisory Committee, and Administrative Roundtable, recommended asking voters to consider a full Proposition C waiver. In 2024, the CAC also recommended that additional revenue from a full waiver should be directed toward staff compensation.
In March 2025, the sitting Board of Education unanimously adopted a resolution indicating its intent to place a full Proposition C waiver on the April 2026 ballot.
Additional information about Proposition C and the April 2026 ballot question will be shared with the community in the coming months.
Passage of the measure would require a simple majority vote.
